Direct answers to the questions Vietnamese furniture exporters ask us most about the EU Deforestation Regulation.
EU REGULATION
Regulation (EU) 2023/1115, amended by Regulation (EU) 2025/2650, requires companies placing wood and wood-derived products on the EU market to prove the product is deforestation-free (produced after 31 December 2020) and legally produced. It's enforced through a Due Diligence Statement (DDS) submitted via the EU Information System.
30 December 2026 for large and medium EU companies (importers). 30 June 2027 for micro and small EU companies. EU buyers are already requesting supplier data ahead of these dates.
No. Vietnam is classified low-risk (Commission Implementing Regulation (EU) 2025/1093, effective 22 May 2025), along with 140+ other countries. Low-risk simplifies the buyer's Article 13 risk assessment — it does NOT remove the Article 9 requirement to supply GPS geolocation for every forest plot in your supply chain. That data is required regardless of risk status.
The EU Information System (EU IS), introduced by Implementing Regulation (EU) 2026/1565 (in force since 17 July 2026). Your buyer now submits the DDS through EU IS, not TRACES NT. NDI prepares your data package to be EU IS-ready.
WHO IS AT RISK
No. Your EU importer is the legal "declarant" who submits the DDS and faces sanctions of up to 4% of their EU turnover for non-compliance. You face a different risk: if you can't supply the required due diligence data, your buyer sources from a factory that can.
No. FSC and PEFC support your legality claims but do not include the GPS geolocation data (Article 9) that EUDR requires for every forest plot in your supply chain. Around 70% of FSC/PEFC-certified Vietnamese factories assessed so far still lack this specific data point.
If your product genuinely contains no wood or natural rubber (Annex I commodities), EUDR does not apply. In practice, many "upholstered" or "metal-frame" pieces still include wood components — frames, structural elements, packaging — so it's worth checking your exact bill of materials before assuming you're out of scope. Your buyer will ultimately confirm this, so it's worth asking them directly.

GeoJSON is the geographic data format EU authorities require for plot-level geolocation. Plots larger than 4 hectares need a closed polygon, not just a single point — the single most technically demanding data layer in the whole process.
